I say this in response to your comment "There is no indication that timelords regenerate into infants." There are certainly discrepancies when we look at the actual ages of some of the actors (Pertwee was slightly older than Troughton, and Peter Davison was younger than any subsequent Doctor until Matt Smith), but the impression is one of a regression of age over the course of regenerations, Benjamin Button style. It very well could be that timelords do regenerate into extremely young versions of themselves near the end of the cycle.


I have had something like the same thought. However, infancy?
