My understanding is that HBO 1) wanted to do a project with David Benioff and this is what he wanted to do and he wanted to do it now, and 2) HBO finds it beneficial that whilst the series is based on books, the books are not finished so people can't go and find out how it ends years before the TV series reaches the end (such as with LORD OF THE RINGS, HARRY POTTER and even TRUE BLOOD; Harris should finish the last book in two years, long before HBO catches up).

The other issue is that whilst the books provide a roadmap for the TV series, the series will likely deviate from the books more down the road; slight changes now could have huge consequences later. For example, a very minor character from Book 1 has been eliminated despite the fact that their storyline looks set to become pivotal in ADWD. By the time we get to Season 7 (which is when the TV series will reach the end of A DANCE WITH DRAGONS, by current tentative plans) the show will likely have deviated quite far from the books.

Or, more concisely, GRRM has given them an outline of how the series ends and if they overtake him, they overtake him.
