Here's what I got from your review: If you expect fluff and nonsense (and hot chicks) going in, you won't be disappointed.
Yet, you say it's not a bad movie, give it a 7/10 rating, and say it's not a waste of your money. What I read tells me it is a bad movie, should get a rating of less than 5/10, and is a complete waste of my money. I don't understand.

I assume most people will be seeing it primarily for the stylish action sequences, and those mostly don't disappoint. They're good, they're fun, they're detailed.
Everything outside of the action sequences is a bit of a mess if you're trying to think about it and examine it. The mind-bending stuff is cool in concept, and as with everything else is stylishly executed, but in the end it doesn't make very much sense. If that outweighs the action side of things for someone, then there's no need to see it. Personally I give more weight to the action because that's the main reason why I went to see it, so the plot leaves me with the reaction I mentioned: "Well, that was cool I guess?" I don't understand it all, but I don't really mind.
Hopefully that helps? It gets my tentative recommendation as an action movie, but I wanted to point out all the flaws so people can make up their own mind.
