The purpose on the act was because Japan was over crowded and this was a way to thin the population while making sure the strongest, smartest, cleverest survive.

GTS changed his identity to get back into a class which was chosen. Evil Teacher submitted the class as candidates because of how violent, apathetic they were...that is why he was running the operation.
