One of the main reasons Buffy didn't work for me was how lame the monsters looked
I think the set-up is always more scary than the revelation of the monster. "I am Legend" is so great and eerie until we see the mutants too closely. That goes for so many films. Right now I can't even think of one where the monster itself creeped me out. The Mexican birthday video in "Signs" is one of the creepiest scenes for me, because you only see the silhouette, the gesture and hear the children screaming.
I can't even say it's the eyes or teeth or whatever makes a monster scary looking for me. Generally speaking, once we go close up and they even start talking, the fear is all gone. I guess I am not scared that easily anymore
Of course there are also the big monster movies like "The Host" or "The relic" where it is less about them being scary but more about them looking cool or badass.
Is this just me? What makes a monster scary?

I get more scared by writing than by film, so I'm going to go with the unseen bit.

I watched an interview with Gaiman in which he said Coraline scares adults but not kids.

I think that what I can't see is scarier. Once they actually take a physical form it ceases to work.
