Is it a school? More specifically, is it an architecural school?
It just seems... odd. They didn't really go into it, and it honestly seemed more like a psychology class, or a Professor Xavier's School for the Gifted thing. I mean, Cobb told the teacher that he taught him how to explore minds... not really something an architect does.

I don't know what Michael Caine was teaching, but I doubt it was Dreaming. More likely, IMO, it was simply a regular psychology class. Or architecture and design. Or even a mathematics class. Heck, I'd even believe some type of philosophy.
I think Caine just knew how to recognize which students of his had the right talents and smarts to be good Architects.
This is all my opinion, but I think Dreaming and Extraction are not very widespread, nor even widely-known. I'd imagine there are all kinds of rumors and hysteria ("THE GOVERNMENT CAN READ YOUR MIND!!"), but we saw that not even all the high-level corporate executives seemed to quite believe it. The team never seemed to think it was unusual that Fischer was never trained to defend against Extraction (though he was).
There are probably some semi-black market shops that offer to take you to whatever type of dream you want, but they are probably along the lines of fortune-tellers today.
