Spoils of the Guild Wars

Our forces currently occupy two thirds of the disputed locations, including Onuru Sigma and Raydin III, where the last Kel-Morian resistance has been pacified. General Mah Sakai has ordered the remaining strength of the Combine back to Moria to prepare for a final defence of their capital world should we choose to continue the attack. We consider this inadvisable.
Morian diplomats have been sent to negotiate peace terms. We have a list of 197 Kel-Morian affiliate guilds which we have persuaded the Morians to cede to the Confederacy if a peace agreement can be reached. The list and the guild’s associated assets have been provided to the Senate for your perusal.
However, the most recent evaluation of the assets’ condition has been disappointing. While the raw resources remain extensive, most of the facilities have either been damaged during the war, or, we suspect, sabotaged by the retreating Kel-Morians. Costs to reopen these locations would be significant. Senator MacMasters has proposed instead that the Kel-Morian Combine retain control of the guilds and be instead charged reparations for war damages in actual credits. Costs for rebuilding the damaged facilities would be entirely within the hands of the Combine, though we would only see a fraction of the expected guild income.

Voting in favour of MacMasters’ proposal
- would permanently increase all players’ income by 400 M credits every round.
Voting against MacMasters’ proposal
- would add 10 assets to the next auction, all of them Outer Colonies, either Mining Facilities, Vespene Refineries or rare assets.
Opportunities added to auction
- 3 Mining Facilities, 1 Weapons Factory, 1 Military Factory, 1 Jorium Mining Facility, 1 Ardeon Mining Facility.
Current voting inclination is
- unfavourable, with 20 independent senators participating.
