This game is divided in rounds. Every round replenishes your spent action points, but much more happens than the players’ secret actions. This is where players may openly discuss recent happenings and openly lie at their leisure.
Every round begins with the revelation of the latest crisis. Even while this crisis is being revealed, the Confederate Council is already determining which of the looming crises will be next on the Senate’s agenda through a secret vote.
A crisis is a major event that influences the normal operations of the Confederacy. A solution is suggested, and the Senate votes on the resolution. Each senator controlled by a player provides one vote, either for or against the proposition. Furthermore, there are a number of still independent senators who will vote for one side or the other. Their number is never more than the sum of all players’ senators, and depends on the specific crisis. The side they will vote for, and in what proportion, is called the voting inclination.
List: Voting inclination by proportion of senators supporting the proposition
0%-20%: Strongly opposed
21%-40%: Unfavourable
41%-60%: Divided
51%-80%: Favourable
81%-100%: Strongly supportive
It is possible to have senators abstain from a vote, and players who fail to provide a vote are assumed to do so. A proposition passes if it gains support from over half the participating senators.
Every round also contains an auction. This is not a literal auction, but a list of opportunities that the Old Families can invest in. The auction generally lasts three days, during which every player must submit their bids to the moderator privately. Those submitting the highest bid will obtain the listed item.
Every round also includes the local gossip that has accumulated during the previous round. This can be a useful source of information regarding recent events, however the information is not always trustworthy, and can be directly influenced by other players.
Other actions can take place during the round too, but these are not regular events, but either the results of player actions (for example, the propose quarantine diplomacy action is resolved by a Senate vote, much like the crises) or events given by the moderator, which players are free to participate in, or not.

The first rule of being a ninja is "do no harm". Unless you intend to do harm, then do lots of harm.
