Unless I have some strong reason to suspect funny business, in which case I'll scan to see if the rock and rope are in good sight and I've got any bowmen amongst the legionnaires first, this isn't an invasion bridgehead so unless the area's full of rebels or brigands or I really distrust kobolds I'm not likely to line the gorge with bowmen. I generally build cynical characters with accidental metagaming in mind, so if my character would find it really weird the kobold was offering to risk a climb for no apparent reason I think he'd react with due paranoia, if on the other hand this just strikes him as the kobold equivalent of macho-ism or trying to squeeze out some hazard pay I wouldn't. Regardless there's no obvious reason to decline, unless there's some obvious in-character reason to decline, and if there's not, I'll nod my head respectfully at the kobold and wish him good luck.
Well, you don't know much about kobolds, you haven't seen many roaming about, and you haven't travelled that much yourself, outside of your days in the Service. So you're not sure why he spoke up. Or to put it bluntly, you failed your Insight check. Still, you did ask Zimmer to look for volunteers.
As for an ambush, that seems exceptionally unlikely. There's little cover, a few copses of small trees that could hide a man or two, if they were competent, but other than that they'd have to either be on the ridge, like you, and therefore pretty exposed, or else hiding in the floodwater or in the river. Could be lizardmen, maybe, they're a prominent part of Moolyager folklore, but those stories mostly predate the Empire.
I can't really see what motive they'd have to get one of their guys across that would screw with my rebuilding efforts, but I'll catalog the event internally as a reason to think better or worse of them, depending on what occurs, it's a non-immediate anomaly worth future pondering. In the meantime I'll give him detailed instruction on what he's to do once across and have him demonstrate the proper knot to me a couple times, or show him then have him repeat it until I'm satisfied, or have someone else do it His big task is to get over there and secure the rope to something heavy, probably our originally grapple, then dump dirt and debris in front of it to anchor it more securely, I'll give him the option of a shovel obviously but he might be better off barehanded. Once he starts crossing we'll prep other people to go, they next person will be going with a pulley attached to them and one of the ropes, and a short one with a loose noose over the other to snatch them if the other rope drops, that pulley's gonna have two 80+ meters of rope on it so we can just have people on either end tug whatever attached across, man or cargo, but first we need the kobold across and the grapple anchored down. If that goes off without a hitch I'll be aiming to get about dozen people and a couple tons of cargo across so we can get the basic supports up and start laying planks from both ends at once. Assuming nothing goes wrong.
