That statement is simply false. My grad school roommate had let his dog's vaccination expire, and when she bit a girl who was visiting us, the county quarantined the dog for 10 days at the pound, after which she was returned to us.

It is very unlikely that you contract rabies from a squirrel. These cases are so rare that visiting a hospital for a squirrel bite won’t typically trigger a rabies protocol. Still, any warm-blooded animal is a potential carrier for rabies. Err on the side of caution and visit a hospital after getting bitten by a squirrel. This goes doubly if you have a serious or deep wound.
Unless there's some evidence that the animal had rabies, you don't kill squirrels, and you don't chop someone's dog's head off. Quarantine is the safe, humane, correct action here.
