1) There is no rabies vaccine approved for use in squirrels.
2) Squirrels are not considered a rabies risk because they almost never carry it. It kills them very quickly - before any wound that could cause it would even be healed. If bitten by a squirrel, you're not supposed to worry about rabies at all unless the animal appears to be extremely sick.
I wouldn't expect you to know those things, (I didn't, three days ago) but the people who made the decisions in this case certainly did.
