Some aspect of secret service security is always using local and state security to augment, for there is greater numbers that way. Furthermore in theory (something I am also doubtful of / recognize the limits) the local and state will be better familiar with the environment for there is limits to human cognition with new environments, you can NOT know every nook and cranny. Thus Secret Service oversight but the security is also divided with multiple groups of people, and also the limits of multiple people.

So in theory, with not complete information half a day later (which is spin and projection here) it could be a SS screw up, but it could also be the local / state did not secure the area in a sufficient fashion.
