Scott might move the needle a bit more on Black men - won't matter in his home state SC, but it would absolutely matter in Georgia, Pennsylvania and other swing states. And he's personally as squeaky clean as Pence was, so big hit with the evangelicals (who are happy to forget all their principles and moral standards for Trump, but not for anyone else, it seems). As far as geographic/demographic impact goes, I'm not sure anybody else could offer more.

And lastly - Upper Midwest area and that will play well in the area for that regions continued realignment to the Republican party.
Katie Britt, the new senator of Alabama, has also been mentioned as an option, for similar reasons - but yeah, a Midwestern governor still works better than an Alabama senator. Especially since Britt is closer to McConnell than to Trump, last I heard. Noem sounds plausible indeed - though she's as bad as Stefanik in terms of having made sucking up to Trump her day job, instead of the actual work she was elected to do, and I don't see her moving the needle much in the election.
