If the state chooses to regulate those rights, the states can regulate as they see fit, since it is the people that elect the legislature which regulates those rights, it is in fact the people deciding which rights, if any require regulation, and which regulations, if any, are suitable.
That also wasn't the point - the point was that Roe imposed the standard of when life begins on the country - which you previously said no one had a right to do.
