Were they stupid? Yes. But their stupidity was aided and abetted by someone who has a duty to only put out valid, correct information. At a time of crisis, panic driven actions will occur. A president with any sense would see that and take steps to make sure she/he doesn't blurt out stuff that can trigger such acts.
