See, if we had some sort of examples as to how a monarchy might actually function and what these fantastical beasts known as "Queens" might do in various situation, then we could appreciate the verisimilitude of the narrative. Oh, wait.
That's called "history."
If you don't want us to assume your monarch is going to behave in a rational manner for a monarch, explain what that person actually is, and what the rules are for her station.
Otherwise, people who know something about monarchy are going to make assumptions.
