We get something similar, but mostly when the person running the meeting is not and never was a subject matter expert, and we (the SMEs) are in fact trying to convince her that if we X, then Y will be the result.
That happens here as well. But there's almost an inherent question or hidden skepticism within. Because if the speaker was listening and understanding, they wouldn't need to repeat back what we had been trying to pound into their head, right?
