The House Judiciary Committee recommended by vote that he be impeached and drafted the Articles of Impeachment but it never came to a full vote of the House. Nixon resigned first. No vote, no impeachment.
Oh and by the way, the Committee's recommendation was for impeachment on the grounds of obstruction of justice, abuse of power, and contempt of Congress. Not "ONE count of obstruction." Which in the Articles of Impeachment, had 9 specific incidents listed under the ONE count of obstruction.
But why let facts interfere, huh?
