It is interesting, because I remember doing Duck & Cover drills at school for nuclear blasts. I also remember asking my teacher why. See, since I was already a science fiction kid growing up on such, I knew that if we were close enough to feel the blast, we were going to be close enough for the radiation...which would almost certainly kill us. She just told me to get under the desk and be quiet.
It's a percentages thing. You're a hair safer under the desk then sitting in it or especially, running around or looking out windows directly at blasts, and so on. You might as well ask what do seatbelts do to protect you from flying glass, fire or being crushed by a semi. Like wearing a helmet in a construction site, when all the danger I have ever encountered in such places has been on the ground, where they keep all the nails and broken shards and whatnot. I've never injured any part of my body above my waist falling from a bike, but helmets are the only protection anyone ever mandates.
