The last time there was a Democratic majority in either chamber ended 3½ years ago.
The Democrats don't want immigration reform legislation. Ryan introduced a Republican bill this week that would have allowed holding parents and children together until security checks were completed. This would have circumvented the Flores ruling which was based on existing law. The Democrats couldn't have that. So Schumer and Fienstein clearly sent the message. No new legislation. Write an Executive Order. Which will be challenged in court as violating Flores before the ink is dry.
