Now that I know a little more about it, she seems to have aimed at helping new teachers realize that mathematics has traditionally been taught towards whites (ie: word problems are written slanted towards our cultural norms). She seems to be suggesting that teachers should be politically aware in order to have their own thoughts about testing decisions made for children by politicians, and know what they can do about it to best help the kids. You can almost tell that by the quotes they took from the UI provost. Not so much from Gutierrez's quotes.
