The water would just go under and wash the foundation out. But there are a lot of reasons to build with wood. It goes up fast and leaves space for insulation and wiring. My home is a brick home but the brick is just a facade over a wooden frame. With modern building code the wooden houses do hold up to hurricanes. Tornados are another matter but that is such a small percentage of damaged homes it doesn't factor in.
