A lot of what you were talking about might disqualify someone from serving based on the current standards, including the dizzying array of plastic surgery hypotheticals.
I'm not sure what they all have to do with Viagra. The overwhelming source of Viagra subscriptions are not active soldiers but veterans. In any event, Viagra is there to cure a dysfunction, just as any emergency surgery on genitalia or reconstructive surgery would be to cure dysfunction (presumably, so the person still has the option of having children). Anything else - cosmetic for any reason - is really not something the military should be paying for.
