It's not bad, but does depend on your PoV. If someone is stuck spinning their wheels within the system, and can't seem to get further of their own volition/skills/etc, the point is that it's not exactly their fault they have to chose between medical care for a child and eating. People who are forced to make such a terrible choice every day aren't just lazy, stupid, etc (though obv some will be), they are set up for failure. Not on purpose, but that makes no difference to the life in question. Same as the victim of a crime may have no choice, and has to deal with the fall-out, regardless.
