The economy in Seattle is booming. Boeing and Amazon are driving large increases in high paying jobs. The article you linked to clearly states there has been a significant increase in jobs paying over $19 per hour. If companies can't fill all their high paying jobs, obviously the number of applicants for entry level is going to decline.

The fallacy of the minimum wage warriors is the argument that no one can support a family on minimum wage, so it needs to be higher. This totally disregards the obvious point that supporting a house and family is not what an entry level job was designed to accomplish. The object is to work hard and get promoted or use that minimum wage experience to move to a company with better compensation and more opportunity.
