It means that there's a lot of friggin' content. Back when PS1 games had 4 discs, it was considered a good thing; people would get excited over it. I'm not sure why that changed.
Having to switch discs is a tad bit annoying, but really - you only need to do it twice per play through. It is absolutely worth it.
There IS a way to install the discs, actually. It's a lot more work than just switching the discs a couple times though. It does help a little bit with load times, but barely enough to be noticable.
Go to the "my games" section of the dashboard, the same place where you'd go to play a downloadable game, and then... well, I don't remember exactly. Mess around in there, you should find the option to install the discs.
