Yeah, sadly, bandwidth and latency are completely different measurements.

Bandwidth is how much water you can get through your pipe, latency is how many pumps, treatment plants, and U-bends the water has to go through first. Assuming that it's network latency, of course, rather than a processing problem (360 not being able to keep up with the data requests). I suppose a patch would fix the latter, but there's nothing anyone can do about the former, save favoriting people they have low latency with, and trying to play with them.
