It is typically for adding content or modifying the user interface of the game. I'll give a few examples
Diablo 2: I generally only use the Eastern Suns mod. It provides a lot of new content in quests and maps and enemies, making it a harder game, but also new nifty things. and let's face it, that game is old enough now to really need a facelift.
Morrowind: I remember using a faction mod... adding an entire new questline to the game which made for hours of gameplay. What is more interesting in this context is the Tamriel Rebuilt project... user made maps which covers areas way larger than the original merely huge game. It is really amazing, tbh. also, there are mods making the bodies of the NPCs look more like real bodies (facelift thing), adds new and interesting fauna, etc.
Oblivion: Faction mods, character advancement systems (the original is quite boring... that you can increase your strength by talking to people is also silly...) ... it makes it more of the game I want to play rather than the original intention.
KotOR: there are mods out there which adds entire planets, or just prettier clothes...
There are of course cheating mods too, but that rarely enhances gameplay.
