Modding isn't cheating, it's more like extra downloadable content that exists for many other video games. Only because it can be made by other players and not by the actual company, it has a lot more variations and possibilities, increasing replay value for games dramatically.
On the downside, you do have to actually know what you're doing when you're modding (to some extent, at least) since some mods require for you to mess around with the game files, etc.

Team Fortress also started as a Quake mod, which led to TFC and TF2, inspired Borderlands, etc. *NM*

Aside from mods, keyboard+mouse will always be more precise than dual analog for FPS *NM*
