Their development time was cut severely short. Guess what happens towards the end of development? Bug-fixing. Sure, it happens on a continual basis from the alpha stage onwards, but the mass polish work that makes a bug-free game occurs during the beta stage - the final stage of development, which Obsidian was forced to rush through at a break-neck pace.
Blaming Obsidian is simply wrong, plain and simple, and to claim otherwise betrays an ignorance of the process.
