If the Exile was not entirely loyal, or even if she was, a rival leader like that would likely have been able to divide the Jedi-loyal Republic church.

Sending her to Malachor should have assured one of two things. 1. She dies 2. She falls to the Dark Side.

Instead, she severed herself from the Force. So Revan sent her to the Council, to serve a new purpose.
