If you're playing against people who only have recent cards, or doing sealed deck tournament play you can have a good time with a much smaller amount of cards. When you play against people who have been playing for years, though, you'd get slaughtered unless you've invested a fair amount of money into the game.

Of course, you can even buy pre-built decks and play those against each other. That option is really cheap.
