To keep players on the roads and away from trying to glitch up overly steep hills and mountains. Because of Lydia (the only companion I've gotten) I constantly wind up having to choose paths that are either flat or have gently rolling hills. The few times when I had her wait for me somewhere, I discovered just how surprisingly easy traveling was, and how easily I could navigate environments when I could actually utilize the jump feature.
I'm so sad that spell damage doesn't scale in Skyrim
