Good news and bad news. The good news is that on the PC, yes, it's possible. The bad news is that it's pretty damn unwieldy at the moment.
There are two ways to do it. The first is straight-up with the console (push the ~ button ingame). You basically have to do everything manually- look up the unique ID of each perk (check online, it's not intuitive. The ID for "Backstab" is like 248392 or something.) then type a command to remove that perk, then type a command to add another one
The other way is essentially the same, except someone made a crude mod to at least take out the ID# portion of it. http://www.skyrimnexus.com/downloads/file.php?id=407 You still have to manually add the perks you want, but it looks like you can use the names.
Hopefully when the Creation Kit comes out in January, stuff like this will be MUCH easier.

Fireball splash damage doesn't hurt you. Walk up to a wall and blast it; no damage.
