The level scaling really bothered me, so I'm kinda curious if we really play the game all that differently.
But really, what got me more than bandits with the highest tier armor and weapons was the fact that rewards for quests scaled too... Which destroyed my motivation to accomplish things in the game, because I didn't want to settle for an inferior version of a unique item. But that meant getting up to a certain level before being able to actually do things in the game, and getting to a certain level meant having to play the game and do things. Quite an annoying dilemma.
I've even been facing that in Skyrim, though that might just be self inflicted... Because I've been avoiding going to some places along my path and filling out my map, because I don't want them to lock on to my current level. I want to arrive there when I have the time and room in my inventory to clear them, and face them with enemies locked on to my current level, not the level I was at the first time I passed through.

Yes-especially that painting quest for the Mages guild (I think). It made an impression(ist?) on me
