I'm not sure how well this would work, but something along these lines.

The game would be a PC MMO.
Key features:
1) Fully accessible world (no divided servers)
2) Player driven economy
3) All actions allowed (griefing, player killing, scamming, the works)
4) Employee directed antagonists. Obviously not every enemy will have a human behind it, but I'm thinking of having employees in charge of different zones. Direct control of baddies when they want it, RTS-style movement and unit placement, ability to create quests for players on the fly, etc.
5) Permanence. Wipe a major baddie out? He stays gone. Some sort of EVE-style "death" for players.
Basically, I want WoW gameplay in the world of EVE with additional intelligence and consequence added to the game. Players form alliances and strategize to conduct assaults on major and minor targets, and the employees attempt to defend their territory using their minions, bosses, etc, to the best of their ability. Developers behind the scenes tweak the abilities and strength of baddies just like they do now. Employees raise through the ranks of the enemy command based on their performance (as judged by players, or devs, either one).
Anyway, I would totally play that.

If you were to make a video game....what would it be?

That employee control aspect blew my mind

Like Shadow says, they are indeed employees. Not that it matters. In my game, it is so. *NM*

Something like an edgier Power Rangers. Or maybe Animorphs

Oh my god. If there were a Dragon Age-ish sandbox with an Animorphs-ish plot, I would be SO happy. *NM*

A military FPS where you shoot terrorists and ultranationalists for vague, yet exciting reasons...
