Skyrim is super fun and has tons of replayability, so out of the listed games it wins easily.
As has already been stated though, you could get a couple cheaper games and still have plenty of fun. I'd definitely recommend getting Skyrim at some point regardless, if you do decide to wait on it. It's an amazing game whether or not you've played any of the previous Elder Scrolls games.
