There are some projects that exist for publicity, company image, etc, and aren't necessarily required (by their parent companies) to make money. MMOs aren't typically used that way, though, as far as I know. So even if Wizards COULD support it, why would they if they weren't making money? For the project to survive, I would think it'd have to bring in cash.
