Both BS and P2 are single-player/coop only (i.e., no pvp multi). IMO, Bulletstorm is an obnoxious and repetitive game full of dick jokes that's being sold for $10-15 more than Portal 2.
Since Portal was one of the most pleasant and unexpected surprises of 2007 and people were buying the Orange Box anyway, I think it got a bit undervalued. They weren't really buying the OB for Portal, despite loving it. Sure, it was only around 3.5 hours long, but I'd say $20 is fair standalone price. (when priced against competing games) The problem is that people then assumed that any future Portal project would be about the same, if only a little longer.
A similar issue happened to TF2, IMO. It sold for cheap, got TONS of free content updates, and then people cry foul when Valve (and community contributors) make a buck selling hats for the silly people who want them. I'm not saying that's your issue with P2, but enough people are complaining on the 'net to bring it up. It's the ugly side effect of Valve giving stuff out for free.
