Isn't that the natural progression of the Reaper, though?
ME1= It takes the bulk of the Human fleet to destroy 1 Reaper... the only hope for survival is to keep the Citadel Mass Relay closed so other Reapers can't arrive, yet.
ME2= A single ship, bulked up on technology gleaned from Sovereign and cross-species coopertation, is able to take on the slaves of the Reapers and the crew is able to kill a Reaper, if a larval one. As we learn more about the Reapers, and as a result they no longer appear invincible, just pretty deadly.
ME3= A huge intergalactic war with the Reapers. If they were still as overawing as they had been in ME1 at this point, the plot would just boil down to a glorified exhaust port. It seems to me that Bioware is setting themselves up to tell the story of a daunting, but winnable, war.
