One runs at 815 while the other runs at 810 that is a less than 1% difference of speed.
As for coolers I don't have personal experience with either one, so I don't know which is better. That said these cards pretty much appear to be the best on the market for their respective brands. Both are 7 phase and both have voltage control. You may be able to overclock it past the 810 speeds to the high 800 range. That said I ain't that keen on overclocking video cards to extreme speeds a few percent that you won't see without a benchmarking program is not worth dealing with stability issues.
The most important thing you should be looking for these two cards are noise levels. That said I won't be able to give you that information without seeing reviews of these cards. I don't know which of these two cards are going to be more silent.
