For most of the 8 "Bush" years the Democrats controlled Congress. A much more accurate statement would be for the last 10 years our government has been filled with fuck-ups doing a terrible job. It's not one party, there is plenty of blame to go around for both parties. Last I checked Congress still had something to do with laws being passed even when Bush was President.
Republicans had the House from 2001 through 2006, when it switched to Democrats. The Senate was very close 2001-02, then Republican through 2006. That's 50% of the time with complete Republican control, 25% where each party held one chamber and 25% when Democrats controlled both houses.
I'm not disputing the rest of your post, just the first sentence.
I guess we can just remove the first sentence and say I stand by the rest of what I said.

No posts on the bill passing?

As long as you define "most" as "some time" you're just fine with it as it stands
