I was at Cape Cod with my ex's family once and I went fishing for scup with my ex's granny. We caught quite a few and I think the granpa cleaned them up etc and then she cooked them. She just fried them up with some flour and couldn't understand why they weren't cooking like they normally did - seemed to be quite sticky in the pan, so she put in some more flour. She put the bits of fish onto some kitchen roll...and they were strangely brown and stuck to the roll completely.
Turns out it wasn't flour in that big jar, but icing sugar. It was named candied scup and I thought it was actually quite tasty, though I guess you couldn't really taste the fish very entertaining to see it all happen tho <3 the grandparents were JUST like the ones in the Waltons, though that isn't particularly relevant
