That's not for you, me, or that family to decide. The family applied, and was granted. There was no gaming or exploitation going on there. You said it was "legal" but not "right," but the only reason you have for that is that you don't agree with their morals. In the abstract, being fined tens of thousands of dollars and having policemen take your kids away every morning to be indoctrinated in a belief system you vehemently disagree with sure sounds like persecution to me.
