It truly baffles me why some care givers choose that profession despite clearly having little to no interest in actually giving care. That place may be representative, but surely there are positive exceptions to awful rules just as the reverse. Is it possible the hospital is unaware of the shabby treatment patients receive there? Might there be someone else they or perhaps a seniors group (who frequently have recourse, temporary and otherwise, to such facilities) could recommend? I really have no informed suggestions, but maybe talking to AARP or the BBB could find something better? The worlds not full of nothing but heartless SOBs after all (it just seems that way much of the time. )
I do know this much based on my great-grandmothers experience, and perhaps you do, too: In addition to the comfort and encouragement it provides, in both "assisted living" and convalescent houses regular frequent visits by as many relatives as possible may not produce the kind of care and attention deserved, but they do result in a lot more than would otherwise be available. The staff tends to be a little more conscientious and a little more proactive if they know they're supervised as closely as patients should be.
I hope and pray your dads recovery progresses well and quickly, and that he's home where he belongs soon and for a long time to come.
