There's been non Ethnically french people in France for decades, if not longer. If a "Moroccan" has family in France going back since the French Empire, are they not French merely because their not 100% French.
And as mentioned below...they could act as French as you wanted them too, and they'd still be considered non-French. The definition of ethnicity equating to nationality condemns immigrants to "second-class citizen" status until there's a change in mindset.
