If you consider America as consisting of three parts (i.e. with a separate Central-America), it makes most sense to put Mexico into that central one. If you view it as having only two parts, well, yeah... :P


If we are going to use the term North-America, then we are discussing continents and not cultural zones(in which parts of Texas, New Mexico, and Arizona would more fully belong to "Central America". Since, according to modern definition there are seven continents, Mexico must fall into one of them. And it currently falls into North America. For instance, the economic zone, NAFTA includes Mexico.

According to modern geographical definition, everything up to the borders of Panama with Colombia is North America.

So three parts would work for non geographical-standard definitions. But once we start using terms like North America then it's not defensible.
