I don't think *all* of the things in your summing up are that indicative of insanity... this one is.

Chavez, after earlier this week having nationalized a french company, accusing playstation of teaching children to kill, and accusing the US of trying to annex Haiti, is now saying that the US has developed and tested a weapon capable of causing earthquakes, and that we tested it on Haiti with the ultimate intent of using it on Iran.
So, I would say, probably a strong indicator Chavez is starting to go entirely off the deep end, link below has a video of his comments.

That's pretty... yeah, out there. Which shouldn't be too surprising - the man was never all that sane, I'd say.
About the first two things in your list, though - the nationalization was a very bad move, but hardly a sign of insanity, merely a sign that he's continuing his terrible economic policies. And about the Playstation he actually has a point. Not necessarily a correct point - the studies on violent computer/console games don't seem too conclusive either way, that I've seen - but a valid opinion all the same.

Doesn't he realise that if we were really that evil we'd test it on Venezuela, not Haiti? *NM*
