anything is better than nothing. Put 4 teams in it to start out with. Have them play at Rose, Fiesta, Orange. Then rotate the bowls around. The next year it's Fiesta, Orange, Sugar with the championship at a different one. That way everyone gets their money.
Then when they see it works change it to 8 teams. There are never going to be nine undefeated teams, so I would be happy if a playoff didn't grow bigger than eight teams. That way you'd keep that "every game matters" aspect that I love about college football. Any team that lost more than one game would be out of it or have a very very small chance.
