The bribe idea is a good one. No judge is going to terminate parental rights for non payments. As the judge clearly told me in my case with my ex-husband "Child support and parental rights and priviliges are seprate issues."
You have to prove terrible emotional/physical harm has or will be done to the child. Even then you might just end up with full custody. Terminating parental rights is something rarely done. It is a form of legal retcon. That parents name is removed from the birth certificate. Then if the child is adopted the name is replaced with that of the adoptive parent.
I think they would be better off trying to bribe him to surrender parental rights in exchange for forgiving back child support.
